Despite a radically different workforce (enter women as breadwinners), the American daycare system hasn't caught up. The result is unregulated day cares, where the odds are seven times higher that children will die than they would in home settings. But until the cost goes down (daycare costs more than rent in 22 states), low income families may have to keep taking the risk.
